Really, their only real problem is that they exist too late to legitimise their reason to exist. But that's all anyone can give them merit on. I mean what, the one point every NPC even slightly sympathetic to them is that they cleared out all the raider gangs in their territory. The only two major groups ingame that can use that are the NCR and House, Legion is just far too castrated in content to really be viewed as anything but the bad guy faction. I don't really think its fair to paint every faction with the shades of grey brush.
